Joining as a PMBO requires a prior agreement and understanding with Winlink about the PMBO’s role, technical setup, and agreement about frequencies to be monitored. However, as soon as these agreements are reached and the system physically set up, it can be operational in less than an hour.

The software required for a PMBO can be downloaded and initialized, in close collaboration with Steve (K4CJX), the Winlink Administrator. This is facilitated by installing on the PMBO computer the “PCAnywhere” software program that will allow remote control. Set up can be further assisted by using “Echolink” the Voice-over-Internet system that makes it possible for the new Winlink SysOp to simultaneously talk with the Winlink Administrator during installation.

Joining as a Ham User only requires an initial radio contact by the Ham User from anywhere with any Winlink PMBO. However, note that only appropriately licensed radio amateurs, authorized to use the HF amateur radio bands, may make radio contact with a Winlink PMBO. The amateur radio call sign of the Ham User will be checked against Internet databases of call signs and, if need be, with the Radio Amateur Call Books. For those whose call signs cannot be immediately verified the Ham User will be asked to provide documentary evidence. Those making a connection with a Winlink PMBO illegally will be permanently and automatically blocked from accessing the system again.

Making use of Winlink as a Non-ham is possible only if the Ham-User has supplied family, friends and others with his or her Winlink email address. Note that those who use the system for frivolous purposes like passing on chain letters or catalogues of jokes, will also be excluded from Winlink.
