It should be noted that in addition to ODA, many countries provide also direct aid from commercial sources and private charities.
In some cases ODA and private donations are directly tied to the donor's ideological, political, military, commercial, religious,
ethnic or development objectives. For example, is is said that close to US$5 billion or 33 % of US ODA goes to just two countries.
