A safe and Secure australia in 2006

or

Making the Case for a Civil Defence Role for Australia's Radio Amateurs!

Having witnessed: (1) a recent spike in national and international disasters and emergencies; (2) failures of official and commercial communication facilities during disaster and emergency relief operations; and (3) the manner by which radio amateurs have stepped forward - worldwide - to assist where they can - raises the following question:

Can Australia afford to continue to ignore the local radio amateur community as a potentially valuable national resource? The answer, we think, is a resounding NO!

The following exposition covers:

1.    Introduction - explaining Australia's particular circumstances;
2.    A Risk Assessment of natural and manmade disasters that could befall Australia; and
3.    A suggested start to the mobilization of Australian Radio Amateurs in emergency communications.
